NEW FIRE SAFETY REGULATION
FOR VEHICLES
With the entry into force of Royal Decree 164/2025, which approves the new Fire Safety Regulation for Vehicles, significant amendments have been introduced to the Order of the Ministry of Industry and Energy of 27 July 1999. For more than two decades, this order has set out the technical and regulatory requirements for fire extinguishers installed in vehicles used for the transport of people or goods.
The purpose of this reform is to unify criteria and reduce unnecessary administrative burdens, facilitating coordinated compliance with both the General Vehicle Regulations (Royal Decree 2822/1998) and the ADR.
The classification of vehicles required to carry a fire extinguisher is now as follows:
Motor vehicles for the transport of passengers
– Up to 9 seats (including the driver): One extinguisher of class 5A/21B
– Up to 23 seats (including the driver): One extinguisher of class 8A/34B
– More than 23 seats (including the driver): One extinguisher of class 21A/113B
Motor vehicles and vehicle combinations for the transport of goods
– From 3,500 kg GVW to 7,000 kg GVW: One extinguisher of class 34A/144B
– Up to 20,000 kg GVW: One extinguisher of class 34A/144B
– More than 20,000 kg GVW: Two extinguishers of class 34A/144B
Vehicles with a GVW of less than 3,500 kg are excluded.
This measure aims to ease regulatory requirements for vehicles which, due to their characteristics, present a lower risk.
